INDONESIAN DISABLED PEOPLE ASSOCIATION

PREFACE

Surely that Almighty God has created all human beings have equal dignity. 
That the Indonesian Disabled Persons is an integral part from the people of Indonesia who have; status, rights, obligations and
the same role in national development to achieve a just and prosperous society based on Pancasila (The Five Principles of Indonesia) and the Constitution Of 1945. 


That disability is part of its potential and is not  barrier to act as a subject in national development so it needs an active role and participation of persons with disabilities in increasing prosperity for all Indonesian citizens, particularly 
for the welfare of persons with disabilities. 

Considering this and aware of a sense of responsibility as citizen of State of Indonesia, people with disabilities have an obligation and right to take part 
in implementing national development including enjoying its result.

Full participation and equality of opportunity with disabilities in all aspects of life and livelihood is a form of liability and persons with disabilities as a independent human , have personality, healthy,  reasonably efficient and even for themselves, family, community,  state and nation of Indonesia . 

To collect all the potential and social forces people with disabilities and facilitate the struggle, coordination, consultation, advocacy and socialization the field of disability at the national and international level, so as a result  meetings of various Disability Organization , the Federation and the National Organization 
of People with Disability Society has agreed to form a single forum as an Umbrella Organization of Organizations National Social Disabilities, National Disability Social and Community Organizations of Persons with Disabilities Based on Pancasila (The Five Principles of Indonesia)  with the Statute as follows: 

CHAPTER I 

NAME, PERIOD AND PLACES
Article 1 
NAME

This organization is called “Persatuan Penyandang Cacat Indonesia” (Indonesian Disabled People Association) or abbreviated with “PPCI” .
  

Article 2 
PERIOD

PPCI established on 11 March 1987. PPCI was established without certain end of time.

Article 3 
PLACES

PPCI is located on the capital city of Republic of Indonesia

CHAPTER II 

PRINCIPLES, NATURE AND FUNCTIONS 
Article 4 
PRINCIPLES

PPCI based on the principle of Pancasila (The Five Principles of Indonesia) and the Constitution of 1945. 

Article 5 
NATURE

PPCI is non partisan and opened to all Social Organization Persons with Disabilities, Disability Social Organization and  Organization Society of Persons with Disabilities at National Level. 

Article 6 
FUNCTIONS 

PPCI is the umbrella for Social Organization of Disabled Persons, Organizations 
Social Disability and Social Organization in accordance with Disabilities 
with the level of his position to function as a medium of struggle, coordination, consultation, advocacy and dissemination of disability at national and international level 
. 

CHAPTER III 
VISION, MISSION AND GOALS. 
Article 7 
VISION

Vision of PPCI was realized of the vision of full participation and equality of opportunity people with disabilities in all aspects of life and livelihood. 

Article 8 
MISSION 

PPCI mission are : 

1)    Conduct coordination and consultation on all matters relating with disabilities. 
2)    To advocate the struggle for rights and improved welfare of persons with disabilities. 
3)    Balancing obligations and rights of people with disabilities as citizens of the State of Indonesia. 
4)    Promote the integration step, the potential of Persons with Disabilities in 
order to improve the quality, effectiveness, efficiency and relevance of 
mutually beneficial partnership and dignity. 
5)    Empowering Persons with Disabilities for contributing as well as 
development actors which are independent, productive and integrated. 
6)    Conduct awareness campaigns and public awareness as a medium of
socialization and information concerning Disabled Persons to the public. 

Article 9 
GOALS

PPCI aims to fight for rights of people with disabilities for obtaining equal opportunity in all aspects of life and livelihoods and to participate fully in national development.

CHAPTER IV 
TASKS AND EFFORTS
Article 10 
TASKS

PPCI’s tasks to achieve its objectives are: 

1)    To coordinate and consult with members, community and government in order to struggle for rights and improved quality welfare of Persons with Disabilities. 
2)    Being a partner for the community and government. 
3)    Protect and promote the interests of members. 
4)    Represents members in the fight for good with Disabilities at national and international levels. 
5)    Initiate and implement activities that represent the interests of all of Persons with Disabilities comes to the actual disability, campaign and dissemination of disability and activities that are not held by the member. 



Article 11 
EFFORTS


To carry out the tasks, PPCI implement efforts as followed : 

1)    Promote and strive to increase the resource potential and funds derived from foreign and domestic. 
2)    Cultivate intimacy, togetherness, togetherness and solidarity social with and between members and with community and government.
3)    Together with communities and governments to encourage, foster and  increase self-awareness, self esteem, willingness and ability Persons with Disabilities for autonomously can carry out functions participate in social and national development.
4)    Struggle and advise the government in preparation of legislation and government policy governing the life of Persons with Disabilities as a citizen 
Indonesia in all aspects of life and livelihood and oversee the implementation of dissemination and implementation. 
5)    Struggle for the creation of a conducive environment, accommodating a  accessible for People with Disabilities to manifest equal opportunity and full participation in the life of society, nation and having state in the widest sense. 
6)    Actively participate in activities at the international level of disability. 
7)    Being a member of the International disability organizations and play an active role in lifting and adopt international issues of concern about disability.

PPCI organization has an attribute consists of Symbol, Flag and Mars set by the National Congress.

STRUCTURE AND ORGANIZATION STRUCTURE 
Article 13 
Organizational Structure

1)    Organizational Structure PPCI consists of the central, provincial, district / city level and district level. 
a.    Management of central level in Indonesia is located in the Capital of State and called Central Board of PPCI abbreviated DPP-PPCI. 
b.    Management at the provincial level is located in Capital of Province and called Provincial Board of PPCI abbreviated DPD-PPCI. 
c.    Management at district level are in the Districts and called District Board of PPCI abbreviated DPC-PPCI. 
d.    Management of sub-district level are located in Sub-District and called Board of Sub-District of PPCI abbreviated PK-PPCI
2)    Procedures for the establishment of the DPP / DPD / DPC / PK PPCI stipulated in regulations and separate instructions by DPP-PPCI.

1)    Members of the Central PPCI consists of: 
a.    Social Organization of National Disabilities. 
b.    National Disability Charities. 
c.    National Disabled People Organization.
d.    Regional Board PPCI. 
2)    Members of Provincial PPCI consists of: 
a.    Representative of Social Organization on Disabilities National Level Province. 
b.    Representative of Social Organization on Disability National Provincial Level. 
c.    Representatives of the National Organization on Disabilities Society Provincial Level. 
d.    Social Organization of Persons with Disabilities, Disability and Social Organization, Social Organization of Persons with Disabilities bersatus Province. 
e.    Branch Board PPCI. 
3)    Members of PPCI The District consists of: 
a.    Representative of Social Organization on Disabilities National Level Regency / Municipality. 
b.    Representative of Social Organization on Disability National Level 
Regency / Municipality.

Article 16 
Terms of PPCI Member

1)      The provisions PPCI Center membership is: 
a.       Members referred to Article 15 paragraph (1) has minimal has a branch / representative offices in 10 provinces, with a proven list  name and address of the provincial branch. 
b.      Chairman of the DPP-PPCI based on the description section (1a) of this article, would membership certificate issued PPCI Center partners. 
2)      The provisions of membership PPCI Provincial Level are: 
a.       Members referred to Article 15 paragraph (2) has minimal has a branch / representative in the 5 District, with proved list of names and address of the branch at level Regency / Municipality. 
b.      Chairman of the DPD-PPCI based on the description section (2a) of this article, would PPCI partner membership certificate issued at the provincial level. 
3)      The provisions of membership PPCI Level District / City are: 
a.       Members referred to Article 15 paragraph (3) has minimal has a branch / representative on 3 District, with a proven list the name and address of the branch at the district level. 
b.      Chairman of the DPC-PPCI based on the description section (3a) of this article, would PPCI partners issued a membership certificate level Regency / Municipality. 
4)      Conditions of membership PPCI District Level are: 
a.       Members referred to article 15 paragraph (4) has minimal has 20 individual members, with a proven list name and address of the individual member districts in the region question. 
b.      Chairman PK-PPCI based on the description section (4a) of this article, would PPCI partners issued a membership certificate level.
5)      Provincial PPCI DPD, DPC-PPCI District / Municipal and District PK-PPCI 
is automatically a representative of the Central PPCI. 
6)      For more information about the members of the regulated in-Laws of PPCI. 

CHAPTER VIII 
ADVISORY COUNCIL AND SUPERVISORY COUNCIL 
Article 17 
Advisory Council

1)      Advisory Council of PPCI at each level and position consists of at least 3 (three) and max. 5 (five) people can come from elements of government officials, community leaders and former chairman of the (common) prior period .
2)      Advisory Council established by the Chairman (General) in accordance with the level and the position of PPCI. 

Article 18 
Supervisory Council

1)      Central Supervisory Council consists of at least 7 (seven) people and no more than 9 (nine). 
2)      The Provincial Supervisory Council consisting of at least 5 (Five) members and no more than 7 (seven) people. 
3)      Branch Supervisory Council District consists of at least 3 (three) and no more than 5 (five) persons. 
4)      District Supervisory Council at least 2 (two) and maximum of 3 (three) people. 
5)      Supervisory Council referred to paragraph (1), (2), (3) and (4) of this article comes of individuals and to the extent possible represent 4 types disability. 
6)      Chairman of the Supervisory Council be elected by National Congress / Regional Consultation / Consultation Branch / District Council in accordance with the level and position of PPCI. 
7)      Chairman of the Supervisory Council was given the opportunity to develop members and designate one of them to sit Secretary Advisory Council. 

CHAPTER IX 
B O A R D
Article 19 
Central Board


1)      DPP-PPCI is the highest and the Executing Agency authorized organization establish organizational policies at the national level in accordance with Bylaws, decisions and regulations of the National Consultative Organization. 
2)      Structure of the Central Board (DPP) consists of: 
a.       General Chairman. 
b.      Some Vice-Chairman, representing 4 types of disability as far as 
possible. 
c.       Secretary-General. 
d.      Deputy General Secretary 
e.       General Treasurer. 
f.       Deputy General Treasurer 
g.      Departments as needed. 
3)      Committee PPCI is the core DPP Chairman, General Secretary, and Treasurer General who chaired by Persons with Disabilities. 
4)      DPP Executive Committee PPCI is the Chairman, Vice-Presidents, General Secretary, Deputy Secretary, Treasurer and Deputy Treasurer. 
5)      Ministry headed by a department head and responsible in accordance with its authority to the Executive Committee. 
6)      departments in the execution of his duty to establish Institution / Agency / Unit /Committees as technical implementers who responsible to the board daily through department heads it is under. 
7)      The composition of the composition and the DPP Executive Committee approved the Personnel by the Decree of Chairman of the DPP-PPCI. 
8)      The composition of the composition and Personnel Departments legalized exclusively by the Chairman of the DPP-PPCI. 

Article 20 
Provincial Board

1) DPD-PPCI is the Executing Agency and Provincial level organizations authority to establish policies at the provincial organization in accordance with the bylaws, the decision of the National Council, Regional Council and Regulations of the Organization. 
2) Structure of the Regional Executive Council (DPD), consisting of: 
a. Chairman 
b. Some Vice-Chairman, representing 4 types of disability as far as possible. 
c. Secretary 
d. Deputy Secretary 
e. Treasurer 
f. Deputy Treasurer 
g. Agencies as needed. 
3) Committee PPCI DPD core is the Chairman, Secretary, and Treasurer who held by Persons with Disabilities. 
4) Executive Committee PPCI DPD is the Chairman, Vice-Presidents, Secretary, Deputy Secretary, Treasurer and Deputy Treasurer. 
5) the Bureau is headed by a bureau chief and responsible under with authority to the Executive Committee. 
6) Bureau-Bureau in carrying out its task to establish Institution / Agency / Unit / Committees as technical implementers who responsible to the board daily through the bureau chief supervised
7) The composition of the composition and Personnel Executive Committee approved DPD 
by the Decree of Chairman of the DPP-PPCI. 
8) The composition of the composition and the Personnel Bureau, the Bureau approved separately by Chairman of the DPD-PPCI. 

Article 21 

Branch Board 

1) DPC-PPCI is the Executing Agency at the organization's District  and authorized to determine the level of organizational policies Regency / Municipality in accordance with the bylaws, decisions Deliberation National, Regional Council, the Council and Regulation Branch 
Organization. 
2) Structure Board of Management Branch (DPC) consists of: 
a. Chairman 
b. Some Vice-Chairman, representing 4 types of disability as far as possible. 
c. Secretary 
d. Deputy Secretary 
e. Treasurer 
f. Deputy Treasurer 
g. The fields tailored to the needs. 
3) Committee PPCI core DPC is the Chairman, Secretary, and Treasurer who held by Persons with Disabilities. 
4)-DPC Executive Committee PPCI is the Chairman, Vice-Presidents, Secretary, Deputy Secretary, Treasurer and Deputy Treasurer. 
5) Division led by a head of the field and are responsible in accordance with its authority to the Executive Committee. 
6) Section-Section in carrying out its task to establish Agency / Institution / Work Unit Committee as the technical implementer responsible to the board through the chief of the daily supervised
7) The composition of the composition and Personnel Branch Executive Committee approved 
Decision Letter of DPD-PPCI on behalf of Chairman DPPPPCI. 
8) The composition of the composition and Personnel Areas for its own ratification by the Chairman of the DPC-PPCI. 


Article 22 

Management District 

1) PK-PPCI is the Executing Agency and District level organization authority to establish policies at the District appropriate organization with the bylaws, the decision of the National Council, Regional Council, Deliberation Branch, District Council and the Organization Regulations. 
2) Structure of the Regional Executive Council (DPD), consisting of: 
a. Chairman 
b. Vice Chairman 
c. Secretary 
d. Treasurer 
e. Sections tailored to the needs. 
3) Core board PK-PPCI is the Chairman, Secretary, and Treasurer who held by Persons with Disabilities. 
4) PK-Executive Committee PPCI is the Chairman, Vice Chairman, Secretary, Treasurer. 
5) Section is headed by a chief and responsible under Section with authority to the Executive Committee. 
6) The sections in the execution of his duty to establish Agency / Institution / Work Unit / Committee as the technical implementer responsible to the board through the head section of the daily supervised
7) The composition of the composition and the District Executive Committee approved the Personnel by Decree-PPCI Chairman DPC on behalf of the Chairman of the DPPPPCI. 
8) The composition of the composition and the Personnel Section-Section validated separately by 


Chairman PK-PPCI. 
Article 23 



Special Provisions Governing 
1) The majority of the Central Personnel Board, the Regional Board Provincial, District Branch Board / City and Management Districts are coming from with Disabilities 4 (four) types 
disability. 
2) Special Board of the core, namely the position Chairman, Secretary, and Treasurer must be held by Persons with Disabilities. 

Article 24 
Tenure 



1) Chairman of the DPP / Chairman of the DPD / DPC / PK as well as Chairman of Advisory Council PPCI may only be served a maximum for 2 (two) service period stewardship in a row, then be re-elected after an interval of 1 (one) period. 
2) The management of the PPCI service period at each level and the position is for 5 (five) years. 

CHAPTER X 
Deliberation AND MEETINGS 



Article 25 

National Congress 


1) National Congress abbreviated. General Assembly. is an institution holder PPCI organization's highest authority at the National. 
2) Sovereignty is in the hands of the National Congress participants. 
3) National Congress held 5 (five) years. 
4) National Congress has the duty: 
a. Provide assessment and passed Accountability Report Answers Chairman of DPP-PPCI over management duties during the service period she lived. 
b. Develop / modify and set the Statutes and Household PPCI. 
c. Prepare and establish the National Strategic Plan (RENSTRANAS) PPCI for a period of 5 (five) years. 
d. Arrange and set the other decisions deemed necessary. 
e. Select and assign the General Chairman for the term of office 5 (five) next year. 
f. Select and assign the Chairman of the Central Advisory Council for term of office 5 (five) years. 
5) Participants National Congress consists of: 
a. Central Advisory Council. 
b. Central Board 
c. PPCI Member Center 
d. Regional Advisory Council 
e. Regional Board 
6) Each participant of the National Musayawarah have 1 (one) vote in any decision-making. 
7) the Central Board may invite observers to attend National Congress, but has no voting rights in decision decision and to be selected. 
8) National Congress can be carried out lawfully if attended by at least two thirds of the members of the Centre and the Council PPCI Regional Board PPCI. 
9) If the provisions of paragraph (8) This section does not reach a quorum, then National Congress adjourned for 30 minutes and thereafter National Congress legally enforceable. 
10) National Congress as deemed appropriate to change its status a National Working Meeting after approval 2 / 3 of number of participants who attended the National Conference. 
11) Extraordinary National Congress abbreviated. MUNASLUB. can held on the proposal: 
a. Chairman who is supported by at least ½ + 1 of number of members of the PPCI and the Central Regional Board of PPCI. 
b. Central Advisory Council supported by at least 
2 / 3 of the members of PPCI and the Central Region Board of PPCI. 
12) Extraordinary National Congress as paragraph (11) held if: 
a. The existence of exceptional circumstances and urgent needs involves the joint organization of life. 
b. The existence of an urgent desire to change the articles of association. 
c. Of the intention for the dissolution of the organization. 
13) Every decision of the National Congress or National Conference of Foreign Ordinary bind all members of PPCI, the Central Board, the Board of Regional Board, Executive Board and District Branch of PPCI. 
14) Any provisions concerning the administration of Deliberation National or Extraordinary National Congress regulated separately in Rules and Procedures of the National Council or the Council 

Extraordinary National. 

Article 26 

Regional Consultation 

1) Regional Council abbreviated. Musda. is an institution holder PPCI organization's highest authority at the province. 
2) Sovereignty is in the hands of the Regional Conference participants. 
3) Local Council held 5 (five) years. 
4) Regional Council has the task: 
a. Provide assessment and passed Accountability Report Answer DPD-PPCI Chairman of the board duties during service period she lived. 
b. Develop and establish the National Strategic Plan (RENSTRADA) DPD-PPCI for a period of 5 (five) years. 
c. Develop and establish other decisions deemed necessary. 
d. Select and assign the Chairman of DPD-PPCI for the service period is five (5) next year. 
e. Select and assign the Chairman of the Regional Advisory Council for term of office 5 (five) years. 
5) Participants Regional Council consists of: 
a. Regional Advisory Council. 
b. Regional Board 
c. Members of the Provincial PPCI 
d. Branch Advisory Council 
e. Branch Board 
6) Each participant Musayawarah Region have 1 (one) vote in any decision-making. 
7) the Regional Board may invite observers to attend Deliberation Region, but have no voting rights in decision decision and to be selected. 
8) Regional Meeting to be held valid if attended by at least two thirds of the members of the Provincial and Council PPCI Executive Branch PPCI. 
9) If the provisions of paragraph (8) This section does not reach a quorum, then Regional Consultative delayed for 30 minutes and thereafter Regional Consultative legally enforceable. 
10) Regional Council if deemed necessary to change its status the Regional Working Meeting after approval 2 / 3 of Musda number of participants who attended. 
11) Regional Council Extraordinary abbreviated. MUSDALUB. can held on the proposal: 
a. Chairman who is supported by at least ½ + 1 from the number of PPCI member of the Regional and Branch Board PPCI and approved DPP-PPCI. 
b. Regional Advisory Council which is supported by at least 2 / 3 of the members of the Regional and Council PPCI , PPCI Executive Branch and the DPP-PPCI approval. 
12) Extraordinary Regional Council as paragraph (11) held if the existence of extraordinary circumstances and needs urgent involves the joint organization of life. 
13) Every decision of the Regional Council or Regional Council of Foreign Ordinary bind all members of the PPCI Province, Regional Board, Governing Board and District Branch PPCI. 
14) Any provisions concerning the administration of Deliberation Regional or Local Council Extraordinary regulated separately in Rules and Procedures Regional Council or Regional Council Extraordinary. 


Article 27 

Deliberation Branch 


1) Branch Conference abbreviated. Muscab. is an institution holder PPCI organization's highest authority level District. 
2) Sovereignty is in the hands of participants Conference Branch. 
3) Branch Meeting held 5 (five) years. 
4) Branch Council has the task: 
a. Provide assessment and passed Accountability Report Chairman of the DPC-PPCI answers on the board during the execution of tasks service period she lived. 
b. Prepare and establish the Branch Strategic Plan (RENSTRACAB) DPC-PPCI for a period of 5 (five) years. 
c. Develop and establish other decisions deemed necessary. 
d. Select and assign the Chairman of DPC-PPCI for the service period is five (5) next year. 
e. Select and assign the Chairman of the Branch Advisory Council for term of office 5 (five) years. 
5) Participants Branch Council shall consist of: 
a. Branch Advisory Council 
b. Branch Board 
c. Members PPCI District 
d. District Advisory Council 
e. Management District 
6) Each participant Musayawarah Branch have 1 (one) vote in any decision-making. 
7) Branch Governing Council may invite observers to attend Deliberation Branch, but has no voting rights in decisions and to be selected. 
8) Branch Conference can be carried out lawfully if attended by at least two thirds of the members and the Executive Branch PPCI , Sub of PPCI. 
9) If the provisions of paragraph (8) This section does not reach a quorum, then Branch deliberations was delayed for 30 minutes and thereafter Deliberation Branch legally enforceable. 
10) Branch Council if deemed necessary to change its status the meeting after obtaining approval from the Branch 2 / 3 of Muscab number of participants who attended. 
11) Extraordinary Meeting abbreviated branch. MUSCABLUB. can held on the proposal: 
a. Chairman who is supported by at least ½ + 1 from the number of PPCI members of District and Sub Committee PPCI and DPD-PPCI approval. 
b. Consideration initiative supported by at least Branch 2 / 3 of the members of PPCI District and PPCI District Board and approved by DPD-PPCI. 
12) Branch Extraordinary Congress as paragraph (11) held if the existence of extraordinary circumstances and needs urgent involves the joint organization of life. 
13) Every decision of Branch Council or the Council of Foreign Branch Ordinary bind all members of PPCI District, Board of Executives District Executive Branch and PPCI. 
14) Any provisions concerning the administration of Deliberation Branch or the Branch Council Extraordinary regulated separately in Rules and Procedures Branch Council or Branch Meeting 
Extraordinary. 

Article 28 
District Deliberation 



1) Council District abbreviated. MUSCAM. is an institution holder PPCI organization's highest authority district level. 
2) Sovereignty is in the hands of District Council participants. 
3) District Council held 5 (five) years. 
4) District Council has the task: 
a. Provide assessment and passed Accountability Report Answers Chairman PK-PPCI over management duties for service period she lived. 
b. Prepare and establish the District Strategic Plan (RENSTRACAM) PK-PPCI for a period of 5 (five) years next. 
c. Develop and establish other decisions deemed necessary. 
d. Select and assign the Chairman PK-PPCI for the service period is five (5) next year. 
e. Select and assign the Chairman of District Advisory Council for the term of office 5 (five) years. 
5) Participants Consultative Sub consists of: 
a. District Considerations 
b. Management District 
c. Members PPCI District 
6) Each participant Musayawarah District has 1 (one) vote in any decision-making. 
7) Sub Committee may invite observers to attend Deliberation District, but have no voting rights in decision-making and to be selected. 
8) Council District can be carried out lawfully if attended by at least two thirds of the members of PPCI District. 
9) If the provisions of paragraph (8) This section does not reach a quorum, then District Congress adjourned for 30 minutes and thereafter District Council of legally enforceable. 
10) District Council if deemed necessary to change its status the meeting after obtaining approval from District 2 / 3 of Muscam number of participants who attended. 
11) Extraordinary District Council abbreviated. MUSCAMLUB. can held on the proposal: 
a. Chairman who is supported by at least ½ + 1 from the number of PPCI member district and approved by DPC-PPCI. 
b. The initiative is supported by the District Advisory at least 2 / 3 of the members of District and received PPCI DPC-PPCI approval. 
12) Extraordinary District Council as paragraph (11) held if the exceptional circumstances and needs concerning the joint urgent organizational life.

Article 29 
Working Meeting 



1) Work Meeting in accordance with the level and position of PPCI divided into: 
a. National Working Meeting was held by DPPPPCI Conggress abbreviated. 
b. Regional Working Meeting was held by DPDPPCI RAKERDA abbreviated. 
c. Branch Working Meeting was held by DPCPPCI RAKERCAB abbreviated. 
d. Meeting hosted by District abbreviated RAKERCAM District Board PPCI. 
2) Work Meeting in accordance with the level and position should PPCI held 1 (one) times a year. 
3) Work Meeting in accordance with the level and position of PPCI duties are: 
a. Prepare and establish the Annual Work Program Period of time 1 (One) next year. 
b. Develop and establish other matters deemed necessary. 
4) National Meeting participants were: 
a. Central Advisory Council

Article 30 
Board Meeting 



1) Board Meetings were divided into 6 (six) categories, namely: 
a. Board Plenary Meeting 
b. Leadership Meeting 
c. Core Committee Meeting 
d. Executive Committee Meeting 
e. Meetings Limited 
f. Expanded Meeting 
2) Plenary Meeting of the Board is meeting attended by all members Management including Advisory Council, held at least 3 (three) months. 
3) leadership meeting is a meeting attended by the leadership that is Chairman of the Board and Chairmans of the Department / Bureau / Division / Section in accordance with the level and position held anytime PPCI if necessary. 
4) Board Meetings The core is the only meeting attended by all .The essence of management is carried out at any time if necessary. 
5) Executive Committee Meeting is a meeting that was attended by all Board Conducted daily at any time if necessary. 
6) limited Meetings are meetings held: 
a. Between the core committee with the Department / Bureau / Division / Section specific. 
b. Inter-board daily with the Department / Bureau / Division / Section particular. 
c. Inter-Department with the Department / Bureau by Bureau / Division with Field / Section with other sections. 
d. The scope of the Department / Bureau / Division / Section. 
7) Meetings of Limited as paragraph (1) of this article conducted anytime if necessary. 
8) Expanded Meeting is a meeting referred to in paragraph (2), (3), (4), (5) and

Article 31 
Decision Making 



1) Decision-making in the deliberations and meetings as is cultivated by deliberation and consensus. 
2) If the deliberations and meetings referred to in paragraphs (1) of this article can not be achieved consensus, then the decision taken by majority vote or voting. 
3) Decision-making by majority vote as intended paragraph (2) of this article be valid if approved by ½ + 1 from the number of participants who attended. 
4) Decision making regarding a person held closed manner. 

CHAPTER XI 
DISPUTES stewardship 

Article 32 



Dispute over the Inter-Organization Member 
1) In the event of dispute or inter-organizational management around PPCI members, the Chairman (General) in accordance with the level and position PPCI submit suggestions and opinions in writing to each parties to the dispute. 
2) If the suggestions and opinions are delivered as intended paragraph (1) of this article is not able to resolve the dispute, it will resolved according to internal mechanisms that member organizations concerned. 
 
Article 33 

Disputes Between Organizing PPCI 


1) In the event of dispute management in the Board of Executives Regional / Council of the Branch / District Manager, then completion submitted to each party involved disputes through the mechanism of the Extraordinary Congress. 
2) Where the settlement as paragraph (1) of this article is not achieved, then Chairman (General) according to the level and position are entitled to cast PPCI decision is final to avoid emptiness of stewardship. 


CHAPTER XII 
FINANCE AND PROPERTY ORGANIZATION 

Article 34 

Financial Resources 


Financial organizations from: 
1) Contribution of Members. 
2) Assistance / Donations from Government / Private sector both from domestic and abroad who are non-binding. 
3) The efforts of other legitimate and lawful. 

Article 35 
Financial Administration 



1) Money not immediately use the Organization shall be deposited with the Bank. 
2) the financial situation must be informed at the Board Meeting and Working Meeting. 
3) Money not immediately use the Organization shall be audited by an Public Accountant at the end of term of office management. 
4) Each member and the sponsors are entitled to receive copies of finance which had been audited by Certified Public Accountants. 

CHAPTER XIII 

CLOSING

Article 36 

The amendment 


1) This amendment can only be done by the Council National or Extraordinary National Congress during the change does not conflict with the function and purpose of PPCI. 
2) National Congress or the Extraordinary National Congress specifically discuss changes to articles of association must be attended by at least2 / 3 of the Members and the Central Board PPCI Province. 
3) The decision was taken with the approval of at least two thirds of number of participants who attended the National Congress or Congress Extraordinary National. 
4) Draft amendments to the Articles of Association must be submitted at least 14 (fourteen) days prior held National Congress or the Extraordinary National Congress. 

Article 37 

Dissolution of Organization 


1) The dissolution of the Organization following PPCI rest of the financial arrangements and asset organizations can only be done by the National Congress or Extraordinary National Congress PPCI. 
2) Dissolution of the Organization PPCI should be based on the fact that These organizations are no longer needed its existence or be dissolved under the Act in force in the Republic of Indonesia.

Other Information :

Now PPCI South Sulawesi has branches of PPCI at 8 Districts among others : Sidrap District, Enrekang District, Luwu District, Pinrang District, Takalar District, Jeneponto District, Bulukumba District and Selayar District. There are 24 districts in South Sulawesi.

The prioritization of activities by the improvement of disabled people’s welfare that effects their individual needs which relates to other aspects such as :

· income generating, recruitment, health, education, training, rehabilitation, opening of new employment opportunities, and raising of funds.

PPCI South Sulawesi Representation has been held some vocational training such as :

· embroider,

· electronic,

· computer,

· silk printing,

· spring bed making, and

· orthotic courses for basic level.

Other training related soft skill among others :

· Public Speaking,

· Organization Management,

· Conflict Management,

· Character Building or Capacity Building,

· Advocacy, lobby and negotiation,

· English Courses etc.

The beneficiaries of these courses are all disabled people especially physical and the deaf people who attend the courses and their family. Also it has carried out Computer Course for the Blind.

Beside that PPCI South Sulawesi always conduct public awareness activities. Public Awareness Activities among others :

1. Carried out and organized commemorating the International Day of Disabled Persons every year.

2. Workshop.

3. Public Dialogue.

4. Filling Television Programme ( TVRI South Sulawesi ).

5. Talk show at Radio Republic of Indonesia ( RRI ).

6. Socialization of Issues of People with Disabilities.

PPCI South Sulawesi has established a tailoring workshop under a foundation named Yayasan Bina Mandiri and it has employed 4 disabled people of physical and deaf. There are some customers that cooperated with us for a few years like schools, universities etc.

2. Background Population and area

The total population of South Sulawesi is ± 8,235,489 people and 3.11 % of the population are disabled (according to the data from the Ministry of Social Affairs ± 256,123 people), and 60% of them live in the isolated areas which are very difficult to be reached by development. The people are multi-etnic, mostly are Buginese and Makassarese and some are from Mandarese and Torajan. Many disabled people in South Sulawesi in particular and in Indonesia in general live in poverty due to some factors such as :

- The community’s awareness is low. Most of them think that disable people are unskillful and cheap human resources and are burdens to the community. This way of thinking substantially effects the disabled people’s socio-economic conditions because it will be hard for them to find appropriate jobs for their livelihood. If there are people or organizations who are willing to employee disabled people, they pay them very low.

- Low accessibility in education. There are many educational institutions who do not understand disabled people and do not give access to education, and makes the disabled people can only get their formal education only up to primary school. With primary school diploma, it is certainly too difficult to get better job except doing labor with very low pay.

- Low accessibility in employment opportunities, health, buildings, transportation, information, telecommunications, regulations, etc. which bumper the improvement of social welfare of the disabled people.

It’s very important if disabled persons that experienced rehabilitation to get a job. But this is a main problem for disabled persons. They have many barriers.

To solve the problems, we have to face a great challenge and a long struggle cooperation with the local government and the community. PPCI South Sulawesi Representation is determined to work cooperatively with Local Government and the community to handle the above problems and will struggle hard to improve the socio-economic condition of the disable people in South Sulawesi Representation in particular. Through this project, we would like to help a few of people with disabilities in South Sulawesi to get more training skills of sewing and printing. We inform you that most of the people with disabilities in South Sulawesi are supporting their daily living through sewing and printing. Although members of PPCI are organization, we try to touch persons with disabilities individually through such as vocational training, employment opportunities, revolving fund programme, scholarship programme, individual fund aid etc.
